5th Street Ventures is creating new for-sale and rental communities inside Santa Monica’s most desirable single-family neighborhoods — new construction homes priced below what these blocks have offered in 50 years.
5th Street Ventures is creating new communities inside Santa Monica’s single-family neighborhoods. Recent state upzoning allows densification on lots where adjacent new-construction homes start at $4M — in neighborhoods that have seen almost no new housing inventory built in the last fifty years, a scarcity that has only intensified since the Palisades fire.
This portfolio is the opportunity to build the housing people have always wanted to live in — where they have always wanted to live.
“We believe there is tremendous unmet demand to live in these neighborhoods. Our communities will offer consumers a lower price point in a home designed for how we want to live.”Stephen Anderson
Today’s housing shortage is decades in the making — and California carries the largest deficit in the country.
The California Starter Home Act (SB 1123), effective July 1, 2025, builds on SB 684 (2022) and works alongside SB 79 and SB 9 to streamline small-lot subdivision on underutilized single-family (R1) parcels — ministerial approval, no CEQA review, and a 60-day agency response requirement or automatic approval. Up to 10 units may be built on a qualifying subdivided lot.
SB 1123 introduced by Senator Anna Caballero
Reviewed in committee, amended and passed through the CA legislature
Signed into law by Governor Gavin Newsom
